The amendments envisaged in the Bill (Reg.No.0004) are mainly concerned with a more detailed definition of terms, and the procedure for payment and logistical support for members of Ministries and Departments in CIS countries, appointed to official positions in the Anti-Terrorist Centre (ATC).

 

Committee members noted that Ukraine, when signing this Resolution, made a reservation in respect of those clauses purporting International Legal Entity Status of the ATC, and also those clauses that envisage the financing of personnel appointed to full-time positions in the ATC, by the National Ministries and Departments of the countries delegating them.

 

Those present at the Meeting pointed out that ‘The reservations made by Ukraine are in line with the policy pursued by our country, according to which Ukraine is against the transformation of CIS into a State Establishment with its own Authorities and Governance, and against the International Legal Entity Status being granted to CIS´. It was also stressed that pursuant to the Declaration by The Verkhovna Rada No.2003-XII issued on 10.12.1991, Ukraine ratified the Resolution on the setting up of the Anti-Terrorist Centre of CIS member countries, signed in Moscow on 21 June 2000, and the Resolution on the Anti-Terrorist Centre of CIS member countries, signed in Minsk on 1 December 2000, ‘with the exception of clauses admitting International Legal Entity Status of the Anti-Terrorist Centre of CIS member countries.
